VTOL Air Ambulance
A Zero-Emission Medical Response System for the Islands of Tuvalu
Overview
The Joby S4 is currently the leading candidate for eVTOL medical evacuation in Tuvalu due to its advanced safety, performance, and zero-emission capabilities. This page outlines the primary use case built around the Joby S4 platform. However, the infrastructure and system designs are intentionally modular and adaptable, allowing for alternative eVTOL aircraft to be deployed as they become available or preferred. The aircraft and pad systems are also designed to support optional use of traditional runways if needed for hybrid operations or in case of vertical takeoff constraints
Key Features
Vertical Takeoff and Landing
No runway required. Can operate from village zones or clinic helipads, even in remote atolls
Guardian Integration
Linked to the national Guardian system for dispatching, energy allocation, and pad readiness.
MedEvac Configuration
Seats 1 patient (stretcher), 1 medic, and 1 pilot. Optional plug-in oxygen and vitals monitor.
Zero Emissions
Noise profile 100x quieter than helicopters. Includes ballistic recovery parachut
Range & Speed
Up to 240 km range per charge. Cruises at 320 km/h for rapid response between islands.
Low TOC
Electric propulsion significantly reduces maintenance, fuel, and lifecycle costs versus helicopters.
Quiet & Safe
Noise profile 100x quieter than helicopters. Includes ballistic recovery parachut
Safety
Highly redundant propulsion system with distributed electric motors and high-reliability architecture.
Landing Pad & Infrastructure
The eVTOL uses FAA-aligned landing pads, installed with solar lighting, low-glare floodlights, wind indicators, and optional rain canopies. Pads are linked to the Megapack or a local solar battery microgrid, with Guardian managing all safety and power protocols.

Future Scalability
Once the Micro Modular Reactor (MMR) is online, more eVTOL units can be deployed, expanding from emergency use to daily inter-island transit. Youth teams trained under Arbor will support pad maintenance and patient loading
Phase 3 Vision: Tuvalu Airlines and Full Civil Aviation
Building on the air ambulance foundation, Tuvalu will establish a sovereign eVTOL passenger network under the working title Tuvalu Airlines. This future phase will connect all inhabited islands through clean, quiet, and reliable electric air mobility. The same modular vertipads built for medical missions will support passenger and cargo configurations, offering:
Daily scheduled service
between Funafuti, Vaitupu, Nukulaelae, Nanumea, and Niutao
Inter-island parcel and document delivery
with Guardian-linked routing
School, civil service, and emergency backup transport
Solar- and MMR-powered terminals
staffed by local youth through Arbor training
Additional Future Potentials:
Floating Clinics and Medical Platforms:
Equipped with charging pads and basic emergency care infrastructure
Disaster Relief Deployment
Rapid post-storm response with airlifted supplies and personnel
Tourism and Cultural Flights
Small-group eco-tours between islands with minimal environmental impact
Cargo Variants
Light freight delivery (e.g., vaccines, electronics, repair tools) to remote outposts
Airborne Guardian Relay Nodes
Future aircraft may host mobile network or satellite relays for emergency communications coverage
