Together, the Guardian and Arbor systems form the foundation of a new civic covenant—anchored in stewardship, dignity, and self-determination.
The Guardian will be deployed gradually through a phased approach—test, learn, and build—starting in a monitoring-only mode with non-binding recommendations, learn, and build. In the initial phase, Guardian systems will operate in monitoring-only mode, observing key infrastructure and environmental patterns while issuing non-binding recommendations.
